I don't remember exactly what they say, but the effects are pretty much like that, and they're worded in such a way that makes it seem that the choice you make applies to all of your current and future colonies.

The consequences from your choice seem like they last throughout the game although they appear to apply to only one colony. I've seen this event appear before on other playthroughs, but it always seemed unclear to me.
